Recreation and Parks Advisory Board

Charge/Authority:

The Recreation and Parks Advisory Board shall:
  1. Ascertain public interest in and needs for recreation facilities and programs and shall recommend programs accordingly.
  2. Review the departmental master plan developed in consultation with the Caroline County Planning Department, and consistent with the Caroline County Comprehensive Plan, for the acquisition and development of a system of public parks, facilities, and recreation programs.
  3. Review and make recommendations to the director on an annual budget sufficient to meet the needs of the department. The budget shall be submitted to the County Commissioners at a time designated to hear such requests.
  4. Review and make recommendations on the capital improvements budget prepared by the director, in accordance with the master plan for parks, for submission to the County Commissioners.

The Board shall review and make recommendations:
  1. On the establishment of a system of supervised recreation.
  2. On the use of any lands or buildings owned by or leased to the County for parks, playgrounds, recreation centers, water areas, or other recreation areas or structures.
  3. On the constructing, equipping, operating, and maintaining of parks, playgrounds, recreation centers, and all buildings and structures necessary or useful to departmental function.
  4. On the acceptance of any grant, gift, bequest or donation of any personal or real property offered or made available to the County for recreation purposes.
  5. In regard to other recreation facilities owned or controlled by the department or leased or loaned to the department.

Composition: Fifteen voting members, three ex-officio and twelve appointed, as follows: the ex-officio members shall be a County Commissioner of Caroline County, the chair of the Caroline County Planning Commission, and the president of the Caroline County Board of Education; or shall be a representative designated by the entity represented; the appointed members shall be appointed by the County Commissioners and three each of the twelve appointed members shall reside in the northern, eastern, western, and southern portions of the county, respectively. The appointed members shall represent a variety of leisure interests and professional or skilled backgrounds.
Term of Office: Four years. An unlimited number of consecutive terms may be served. Terms may be staggered as needed. The ex-officio members shall serve for the term of their respected elected or appointed offices. Officers shall be elected by and from the appointed membership at the organizational meeting in January to serve for one year or until a successor is elected. No officer shall serve more than two consecutive terms in the same office.
Meetings: Second Tuesday of January, March, May, July, September, and November at 7:00 p.m., at the Recreation and Parks Offices at 403 South Seventh Street, Denton. Meetings are open to the public unless closed under an applicable exception as stated in the Maryland Open Meetings Act ( State Government article, §10-508).
