ROADS BOARD OF CAROLINE COUNTY, MARYLAND

MEETING MINUTES

 

On March 29, 2011, the meeting of the County Roads Board of Caroline County, Maryland, convened at 7:58 p.m., in the Hearing Room, Courthouse, Denton.

 

Attending:  Wilbur Levengood, Jr., Board Chairman; Larry C. Porter, Member; Jefferson L. Ghrist, Member; Sara B. Visintainer, Acting County Administrator; Bryan K. North, Roads Superintendent; Harry Cole, Director, Department of Public Works

 

Mr. North provided brief updates on the following:

 

Maintenance projects:  crews have begun patching, scraping, and performing shoulder repairs, weather permitting.  Sander boxes are being removed from the trucks, and being readied for storage.  Mowers are being prepared for use in the coming weeks.

 

Mason Branch Bridge:  this week, the Wye Mills asphalt plant began producing State approved hot mix, and the surface of Mason Branch Bridge is scheduled to be put down on April 11, 2011.  The road will be reopened no more than three days following that date.

 

Federal Bridge Program:  requires bridges be inspected every few years.  The County has the option to fully fund those inspections; split the cost 80/20 with the Federal government paying the bulk of the costs; or, opt to have the Federal government provide full funding.  The three options are also available for engineering costs.  Currently nearly $1.3 million is available for Caroline to use for bridge replacement.  A schedule of bridges eligible for replacement was distributed, and discussion took place regarding placing higher priority on the Garland Road Bridge, due to its high average daily traffic count.  

 

Mr. Cole stated that if the Commissioners decided after the public budget hearings to permanently close all County collection sites, his staff would need at least two months to reclaim the rented the Melville and Old Denton sites.

 

There being no further County Roads Board business, on motion by Mr. Porter, seconded by Mr. Ghrist, the Commissioners unanimously adjourned as Roads Board at 8:24 p.m., and reconvened the regular meeting.
