Caroline County Comprehensive Rezoning Underway

The Caroline County Department of Planning & Codes is working on its first County-wide comprehensive rezoning. Property owners affected by the any proposed zoning changes will be notified via mail and invited to meet with the Department regarding the proposed changes.

The rezoning is divided into two phases. The first phase included review and rezoning proposals for rural villages, commercial, industrial, and residential zoning districts for areas that are not in the immediate vicinity of Caroline County's Towns; while the second phase of the process will include review and rezoning proposals for zoning districts adjacent to and in the immediate vicinity of Caroline County's Towns. The zoning text portion of Phase 1 was completed by the end of 2012 and the map portion is still underway and is scheduled to be completed in January 2013. Phase II will be completed by the end of May 2013.

Phase 1 Rezoning Update

Over the past several months comments have been gathered at the Rural Village and Regional public meetings and in one-on-one conversations with property owners. The Planning Commission has reviewed those comments and provided recommendations for the proposed zoning maps. Additional public comments were received at the October 2012 Public Hearing, and the Planning Commission made their final recommendations in November 2012 for submission to the Caroline County Commissioners.

The public hearing on Ordinance #2012-4 Zoning was held on December 11, 2012 before the Caroline County Commissioners. This Ordinance was enacted on December 18, 2012 and it became effective on December 29, 2012.

The public hearing on Ordinance #2012-5 Zoning District Maps will be held before the Caroline County Commissioners on Tuesday, January 8, 2013 at 6:30 PM at the Health & Public Services Building. Testimony will be taken at that time and the Commissioners will hold the record open for written comments until 4:30 PM on Thursday, January 10, 2013. Comments received after that time will not be considered. The Commissioners will have the third reading of the Ordinance during their regular meeting on January 15, 2013. During that time they will deliberate and may approve, amend, or enact the ordinance. No further public hearing is required. The Ordinance will be effective ten days after enactment. Property owners will be notified of the final zoning status of their property by the Department of Planning and Codes via mail within 10 days of the effective date of the Ordinance.
