Public Input Sought on Hazard Mitigation Plan

The Department of Emergency Services seeks the input of County residents on the updated County Hazard Mitigation Plan (PDF Document 5.35 MB). This plan is part of the effort to reduce the devastating impact of natural disasters. Residents are encouraged to review the plan and attend a public meeting with Emergency Services at 7:00 PM on October 13th at the Health and Public Services (HAPS) Building to hear their comments on the plan. Commissioners Introduce Bill #2011-5, Creation of Board of Education Election Districts

Two public hearings are scheduled to seek citizen input on Bill #2011-5, which will amend provisions of Chapter 28 of the Code of Public Local Laws of Caroline County, Maryland; providing for the creation of three board of education election districts in accordance with State Law; providing for the specifications of said districts; providing for the reapportionment of said districts upon each decennial census of the United States; providing that this title be deemed a fair summary of this public local law for all purposes; and relating generally to matters of board of education election districts in Caroline County, Maryland.

Caroline County Commissioners Announce New County Administrator

The County Commissioners of Caroline County have announced the appointment of Ken Decker as the Caroline County Administrator. Mr. Decker is filling the vacancy created when former County Administrator Richard Barton resigned March 4, 2011. Sara Visintainer has been serving as acting County Administrator during the interim and will continue until Mr. Decker takes his post on August 15, 2011.

Mr. Decker comes to Caroline County with a wealth of experience in local government management. Originally from Montana, Mr. Decker has most recently served as the Town Manager for Hampstead, Maryland where he was responsible for overseeing all facets of the town government. Among his many accomplishments during his twelve year tenure in Hampstead was the supervision of a water system that received the Maryland Municipal League (MML) Award for Excellence and the Maryland Rural Water Association (MWRA) Groundwater System of the Year. Mr. Decker previously served as Operations Manager for the Business and Workforce Development Center, Anne Arundel County's privatized workforce development agency. Mr. Decker is a proud veteran of the United States Navy and the U.S. Naval Reserve.

Mr. Decker holds a Masters degree in Public Administration from Eastern Washington University and a Bachelor of Arts degree in Economics from Gonzaga University, where he graduated Cum Laude. He is a member of the International City/County Management Association (ICMA) and an ICMA Credentialed Manager, as well as a graduate of the Maryland Academy for Excellence in Local Government. In 2010, Mr. Decker was the recipient of the Janet L. Hoffman Award for Outstanding Local Public Service, awarded by the Maryland Chapter of the American Society for Public Administrators.

Mr. Decker was selected for the position after an extensive nationwide search and multi-step evaluation process that included interviews with a panel of six citizen leaders in the areas of government, business, and education, panels of County employees and department heads, and the County Commissioners. Commission President Jeff Ghrist stated, "Ken has demonstrated an entrepreneurial approach to local government and has extensive experience in all areas of public administration. He's a dynamic leader who can take Caroline County government to the next level and we're very pleased to welcome him."

"During our conversations, the Commissioners and the staff really impressed me," said Mr. Decker. "While this is a tough time for the business of local government, I can't think of any place I'd rather be in that business than here."

Mr. Decker plans to relocate to Caroline County next month and remain a county resident during his tenure. "My wife and I are looking forward to living much closer to our family on the Eastern Shore." Mr. Decker's wife, Becky, is a high school English teacher. The Deckers have three daughters, with the youngest leaving for college next month, and are expecting their first grandchild later this year.

Notice of Introduction of Legislative Bill & Public Hearing

Introduced by the County Commissioners of Caroline County, Maryland, on December 21, 2010, Bill #2010-4, specifies amendments to Building Code relating to sprinkler systems.

County Commissioners Announce Change in Meeting Schedule

The County Commissioners of Caroline County have announced changes to their regular meeting schedule.

Beginning January 1, 2011, the County Commissioners will meet weekly on Tuesdays at 9:00 AM, except for the last Tuesday of each month, which will be an evening meeting beginning at 7:00 PM. The Roads Board will meet as needed on the last Tuesday of the month during the regular Commissioners meeting.

County Commissioners meetings are held at the Caroline County Courthouse, 109 Market Street, Room 106, Denton, Maryland. Please contact the County Commissioners Office at 410.479.0660 if you have any questions regarding the schedule.



Legislative Bill #2010-3, General Obligation Bond for Jonestown Water System Project

The County Commissioners have introduced Legislative Bill #2010-3, for the purpose of authorizing and empowering the county to issue and sell one or more series of general obligation bonds in an amount not to exceed $95,000.00; for the acquisition and construction of a new water supply, treatment and distribution system to serve the Jonestown area of the County, including the Nelpine Heights community in the Jonestown area, together with related costs, issuance costs and, if the County Commissioners so determine by resolution, interest during construction and for a reasonable period thereafter.

A public hearing will be held on the above bill on Tuesday, October 26, 2010, beginning at 7:30 PM in the County Commissioners Hearing Room #106, Courthouse, 109 Market Street, Denton, Maryland. All interested persons are encouraged to attend. Questions and comments will be solicited at that time. State Budget Cuts to Caroline County

Since FY2008, Caroline County has reduced its budget by $4.2 million. This is a 9.63% reduction.

The County must now cut an additional $1.8 million from the FY2010 budget. That will result in a 12% total reduction over the last three fiscal years.

Over the same time period, the State government budget, under the leadership of Governor O'Malley has grown approximately 5.36%.

Bond Funds Reallocation Bill Enacted

The County Commissioners of Caroline County, Maryland, following advertised public hearing, and under the authority of Code Home Rule, on July 14, 2009, enacted the legislative bill 2009-5, Authorization of Additional Projects to be Funded from Proceeds of Public Improvement Bonds of 2006. It becomes effective August 29, 2009.
